"Protecting the public and serving our member boards by promoting excellence in chiropractic regulation."

May 2001

Communication Publication for Regulatory Boards

Message from the FCLB President

Dear Colleague, I wanted to express my thanks for your trust and confidence in electing me to the presidency of the Federation. I look forward with optimism and energy to serving the FCLB during the coming year. I would appreciate your on-going advice and counsel as we work together to build on the superb foundation laid by those who have preceded us these past 75 years.

The San Antonio conference was a terrific success—as evidenced by our record turnout and the superior ratings on our exit surveys (not to be confused with Florida's exit polls!). Many thanks to our partners, the Texas Chiropractic Association, Texas Chiropractic College, and Parker College of Chiropractic for sponsoring the welcome reception and demonstrating Texas hospitality. Program content, speakers, facilities, and location were all given an enthusiastic "thumbs up" by our 191 registrants. Naturally, we will continue to "tweak" and refine our conference as we already work to develop next year's program. Please mark your calendar now to join us May 1-5, 2002 at The Millennium Knickerbocker Hotel in Chicago.

While there were many specific, noteworthy accomplishments at the San Antonio meeting, I would like to touch on a few important highlights that affect our plans for the coming year.

In addition to a conference program jam packed with technical information on regulation, our annual meeting placed some important issues on the table. Proposed bylaws changes were defeated, in part because the format in which they were presented was unwieldy. The board has already identified a more flexible plan to present bylaws amendments where the membership can work with the information more easily. I can assure you that your board of directors is committed to carrying out the directives of our members, including addressing the terms of officers. You may expect to see an initial draft of new bylaws amendments at the fall district meetings.

At the annual conference, we also experienced a healthy, contested election for vice president. In addition, the board of directors received six names of people seeking appointment to complete the unexpired term of the treasurer which occurred when Dr. Richard Cole was elected vice president. After thoughtful and careful review, the board selected Dr. N. Edwin Weathersby of Arizona to serve as treasurer until the position stands for election at the next annual meeting.

This represents an exciting time in the history of our organization, where more people than ever before are stepping forward, offering to serve in various offices and committees. I would like to commend personally each candidate who expressed interest in serving the Federation. Our future is shaped by your willingness to help.

FCLB appreciates the funding of NBCE to help fulfill numerous projects ahead. The testing arm of the chiropractic profession is invaluable to the integrity of the profession and it is evident the National Board sees regulation as a priority in chiropractic excellence.

And finally, it was a wonderful surprise to receive a special 75thanniversary gift from NCMIC Insurance Company. The story of regulation will be preserved thanks to their generous offer to contract with Dr. Joseph Keating, who will collect and author the history of chiropractic regulation over the next several years. I hope that each of us will take time to chat with those who have preceded us in regulation to search out the anecdotes which will breathe life into this book-length document. I would appreciate your forwarding these stories to our executive offices.

Please also mark your calendar for the first two weeks in October, when our regional meetings will take place in Portland, Maine; Big Fork, Montana; and Kansas City, Missouri. Please review our website for detailed information about these meetings, and to obtain copies of conference reference handouts, news releases, and the latest CIN- BAD news.

Once again, I am honored to serve as your president for the coming year. I look forward to working with you and our dedicated board and staff, who are already looking at developing a new board member training and partnership program, offering dues payment options to include annual conference registration if desired, establishing a Past Presidents' Advisory Council, and other great ideas which will further our mission to protect the public. I truly appreciate your comments and recommendations, and encourage you to touch base with me or any member of the board at any time. Thanks for all that you do.

Sincerely,
Wayne C. Wolfson, D.C.
FCLB President
