In Memory of FCLB's Recent Loss
of Distinguished Leaders

Dr. Devere Biser, 90, passed away peacefully at his home on March 3, 2001. He was the FCLB President from 1962-1964 when the Federation's previous organizational name was Council of State Chiropractic Examining Boards. Dr. Biser helped forge and enact the Chiropractic Act of Texas while serving on the Texas Board of Chiropractic Examiners from 1948 until 1966. He served on the NBCE Board he helped create from 1963-67 and served on boards of many associations.

Dr. Biser is survived by Lena, his wife of 46 years. Condolences may be sent to: 10505 Lake Gardens Drive, Dallas, TX 75218.


Dr. Jay Perreten of Houston, Texas, died on April 5, 2001. He was 79 and is survived by his wife, Rhonda. Dr. Perreten served as the Federation President from 1987- 89, director of the NBCE, and Texas Board of Chiropractic Examiners.

As a child he was afflicted with a speech disorder—and ultimately it was a chiropractor who helped resolve his difficulty. Dr. Perreten made a career change from veterinary medicine to chiropractic and graduated from Cleveland Chiropractic College in Missouri and practiced for over 50 years.

He is quoted as saying, "Chiropractic has advanced since 1949 due to several factors: public recognition, exposure, credibility in the court system, and educational standards among chiropractors."

Donations may be made in his honor to the Alzheimer's Association in Houston or the Texas Chiropractic College.
