Texas Diamond Jubilee - celebrates 75 years of regulation

Paul Carmona, Chief of the Consumer Protection Division for the State of Texas, opened the Federation of Chiropractic Licensing Boards 2001 Annual Conference with a fitting quote from Dr. Martin Luther King, "Morality can't be legislated, but behavior can be regulated." The importance of high standards and excellence in regulation and licensure was at the forefront of educational sessions. (complete article)

Any History out there?

Every organization has a history - we are making ours shine! Did you know the earliest ancestor of the FCLB was the International Congress of Chiropractic Examining Boards, organized in September 1926 at a meeting of various state examining board members in Kansas City? From this Congress evolved the Council of State Chiropractic Examining Boards (CSCEB) in 1933.

Does your board have additional historical information to help our 75th Anniversary publication regarding chiropractic licensure and regulation? This could consist of founding information about your licensing board, historical photos, etc. Please forward on any information you may have to assist us with our book. Email: fclb@fclb.org

Dr. Joseph Keating will be authoring this celebratory book of chiropractic regulatory law. He has written many historical pieces for the chiropractic profession and continues to assist the Association for the History of Chiropractic.


FCLB Business Meeting

At the annual business meeting, four flags once again graced the podium as Mexico, Australia, and Canada joined the US boards. Dr. Wayne C. Wolfson of Florida was elected to a one-year term as FCLB president, and Dr. Richard Cole of Tennessee emerged the winner in a run-off election among three candidates for vice president. Dr. David Brown of Virginia continues on the Federation board as immediate past president. (complete article)

FCLB Awards Crown Annual Conference

Mr. Horace Elliott wins Arvidson Award
Citing his exceptional personal and professional ethics, the Federation of Chiropractic Licensing Boards presented its highest honor, the George W. Arvidson Award, to Horace C. Elliott, executive director of the National Board of Chiropractic Examiners. (complete article)

South Dakota walks away with honors
The award for Outstanding Chiropractic Regulatory Board was presented to the South Dakota Board of Chiropractic Examiners. As a model for others, the Federation recognized their efforts in the important areas of new patient protection legislation, information and education outreach to licensees, increased mobility for properly credentialed practitioners, and streamlined internal operations. Western States President delivers Janse Lecture

The 11th Annual Joseph Janse Lecture was delivered by Dr. William Dallas, president of Western States Chiropractic College, who challenged the boards to take a fresh look at their roles in light of emerging educational trends. His address mentioned the important role FCLB plays in chiropractic licensure and regulation. (complete article)


Working Together - Education and Regulation

Dr. Fabrizio Mancini, President of Parker College of Chiropractic in Dallas, Texas shared with attendees that only when boards and colleges work together will competent practitioners be working in the field of chiropractic. (complete article)


Testing DCs through Technology

The National Board of Chiropractic Examiners reported to conference attendees their continued development of standardized chiropractic testing utilizing different forms of technology. Specifically, NBCE is currently investigating the advisability and feasibility of implementing computer-based testing (CBT). Benefits of CBT could include more convenience for students, due to greater availability and flexibility in scheduling, and quicker and more accurate scoring. (complete article)

The 75-year Diamond Jubilee celebration honored past FCLB presidents for years of service devoted to protecting the public through chiropractic regulation. Symbols of appreciation, a gavel plaque and medallion, were presented to those in attendance by Dr. David Brown at the Welcome Reception. (complete article)

In Memory of FCLB's Recent Loss of Distinguished Leaders

Dr. Devere Biser
Dr. Devere Biser, 90, passed away peacefully at his home on March 3, 2001. He was the FCLB President from 1962-1964 when the Federation's previous organizational name was Council of State Chiropractic Examining Boards. (complete article)

Dr. Jay Perreten
Dr. Jay Perreten of Houston, Texas, died on April 5, 2001. He was 79 and is survived by his wife, Rhonda. Dr. Perreten served as the Federation President from 1987- 89, director of the NBCE, and Texas Board of Chiropractic Examiners. (complete article)


Bylaws Review

The bylaws of the Federation were reviewed and discussed, and discussed again, with several new concepts addressed by the members. With the guidance of FCLB's legal counsel and parliamentarian, the board is committed to responding to the interests of the members at the next annual meeting in Chicago and presenting amendments in a more flexible format. Fall district meeting attendees will preview a draft of the proposed amendments and format.

In accordance with the bylaws, the position of Treasurer will stand for election next year on May 4, 2002 at the FCLB annual business meeting.

Does your board report summary suspensions?

What if your board has cause to believe that the actions of a licensee place the public's health, safety, or welfare at immediate risk? Some states have an action called a summary suspension to be followed by an expedited hearing on the matter. Would you report the summary suspension to FCLB's CIN- BAD?

Public actions taken by boards are public—use the terminology: "Is this public information?" For example, "If someone were to walk into our board office and ask for the information and it is available to them, it is public information." Check with your board's counsel regarding what your jurisdiction deems public.


In Denial?

Reporting Scenario
Applicant A applies for licensure but is initially denied a license but was then issued a license under the terms of a consent order in which he/she is placed on probation for three years.

Reportable to CIN-BAD?
It is always imperative to check with your legal counsel to be certain you deem this as public record. Think of CIN-BAD as a place where public records are filed–not necessarily "disciplinary" records.

If "denial of a license" is deemed public in your jurisdiction , CIN- BAD has a 411 code specifically for that board action. The board action code reads: 411 - Denied for initial licensure. Your board would need to determine the basis code of the action. How will another jurisdiction know that this person applied for licensure and was denied if you do not report it to CIN-BAD? 


Staff Survivor Winners

We have all heard of "Reality TV"—what about "Staff Survivor"? Professional licensing and discipline staffers experience "the challenge" every day. We applaud the licensing board staff who take the time to read, review, code and report actions, while getting buried under mountains of records. Keep persevering to protect the public—your job is morally and ethically worth more than a million!

ACBA News

Board Administrators convene and plan for future
The ACBA (Association of Chiropractic Board Administrators) held their day-long meeting in conjunction with the FCLB spring conference in Texas. 22 attendees representing state chiropractic regulatory boards enjoyed educational sessions hosted by Dr. Gary Cain (TX) regarding conflict resolution, leadership skills, open records, and regulatory law. New Jersey Exec to lead
Mr. Kevin Earle, Executive Director for New Jersey State Board of Chiropractic Examiners was elected President of ACBA for a two-year term. He heads the boards of chiropractic and dentistry under the NJ Division of Consumer Affairs. (complete article)
