South Dakota Walks Away with Honors
The award for Outstanding Chiropractic Regulatory Board was presented to the South Dakota Board of Chiropractic Examiners. As a model for others, the Federation recognized their efforts in the important areas of new patient protection legislation, information and education outreach to licensees, increased mobility for properly credentialed practitioners, and streamlined internal operations. Specifically, SDBCE's work in the area of peer review is fast becoming a model for other jurisdictions. Tucked under the wing of the regulatory board, the peer review committee studies matters relative to the necessity of services, reasonableness of procedures, and cost. Malpractice liability insurance coverage is now a requirement for both licensure and renewal, guaranteeing that patients will have a financial route of recourse if needed. The board's innovative Ethics Committee allows doctors to seek advice on such matters as ethical advertising and ethical practice procedures. Equally effective is the Disciplinary Committee, which assists doctors who have been "red flagged" by the peer review committee or the board as needing extra guidance. While these committees are strictly advisory in nature, they have allowed the board to become proactive rather than reactive, in an effective effort to reduce the necessity of official board actions. The board's outreach to licensees has been expanded to include regional information meetings with attendance required to learn about rules and regulations changes and publishing a new newsletter. SDBCE adopted a new policy to grant licenses to experienced doctors who are relocating. This models the recommendations of the FCLB Task Force on Interjurisdictional Mobility. A new definition for manipulation/mobilization has been developed by a task force broadly representative of the various geographic regions of the state and will be codified in the coming year. Finally, the board significantly restructured its internal operations, adding an Executive Secretary position, computerizing its data for licensees, board actions, CE hours and approved courses.
