Board Administrators Convene and Plan for Future
A dedicated council group planned the 2001 meeting and proposed amendments to the ACBA Bylaws. This group included: Patrice Pritzl (AZ); Cheryl Smith (MT); Kevin Earle (NJ); Patricia Oliver (LA); and Beth Scott (OK). The group looks forward to a board administrator possibly seated on the FCLB Board of Directors. Future FCLB bylaws will determine the addition of an Executive Fellow to the current nine-seat FCLB board. The future of ACBA looks bright, evident by new leadership emerging from the following elected officers:
Another ideal included the possibility of administrators meeting at the FCLB fall district meetings. District liaisons were appointed as follows: Dist. I - Connie Glasgow (WA); Dist. II - Loree Kessler (MO); Dist. III - Kevin Earle (NJ); Dist. IV - Beth Scott (OK); Dist. V - Anita Martin (GA). Contact information is listed at the FCLB website under the Member Boards section.
As well as overseeing his division, he is proactive by teaching chiropractic students about the role of licensing boards in ensuring that new practitioners meet minimum entry standards for licensure, regulatory, setting standards of practice as well as enforcement/discipline. "Hopefully we can educate students before any problems develop. Teaching about ways to not lose a license is important as it is a serious threat for a student that has invested greatly in a career," says Earle. He is also a member of the FCLB Continuing Education Task Force and serves as Chair to Buddies of New Jersey, an AIDS/HIV service organization. Earle received his MBA from Rutgers University and also holds a BA in public affairs from The George Washington University in D.C. The ACBA is an organization formed in 1986. At that time a small group of board administrators met to dialogue about issues of mutual interest and concerns of administrative staff of state chiropractic regulatory boards. Bylaws were adopted and signed in 1989, in Las Vegas, NV. The stated purpose of the ACBA is "to provide networking and communication opportunity for Chiropractic Member Board Administrators and Regulators to meet and discuss issues, and to work with the FCLB and NBCE to provide input, when appropriate, on issues that affect the regulation of the chiropractic profession." Every year since that first meeting in 1986, the ACBA has continued to meet, to exchange data, to discuss issues, to trade "war" stories, and to network with board staff from other jurisdictions. Some administrators have said that this meeting is the most helpful gathering of the year to assist board staff in accomplishing the work, and meeting goals of their individual regulatory boards. Membership to the Association of Chiropractic Board Administrators (ACBA) is open to all chiropractic board administrators and staff—anyone is welcome to attend the educational meeting. At the 1999 ACBA meeting in Philadelphia, the organization decided to ask the board administrator from the hosting state of the FCLB conference to facilitate the annual meeting. In 1999, dues were raised from $25 to $100. This was the first increase in dues since the launching of the group. Connie Glasgow, from WA served faithfully as the ACBA President for 10 years and stepped down in 2000. At the Seattle 2000 meeting, a five-member council was selected as an ACBA Steering Committee to review the structure of the organization. Within the last year, the group has met in conference calls to explore new ideas and meet the goals of the committee. A survey was distributed from the FCLB office via fax and mailed to all board offices asking for input on the issues facing board administrators and suggestions for speakers. At the 2001 San Antonio annual business meeting, a vote was taken regarding proposed changes to the ACBA Bylaws and new elected officers were seated. Since its inception, ACBA has asked continued assistance from the FCLB staff in administering and organizing annual meetings as well as providing bookkeeping responsibilities.
