Massachusetts programs decrease board actions

The Massachusetts Board of Chiropractic Examiners presented their Licensure Interview and Consent Agreement programs to the combined regional meeting of Districts III and V. Since the preventive maintenance interview program began, Massachusetts has reduced disciplinary actions by 200%.

Drs. David Taylor and Kirk Shilts, MA board members, explained how they conduct personal interviews with new licensees to help prevent new DCs understand and comply with state laws and regulations. The board schedules the interviews the same day as the board meeting and after the jurisprudence exam-but prior to issuing the licenses to candidates.

Following the mandatory interviews, the board has a license ceremony in which each candidate shakes hands with regulatory board members and is reminded that the license to practice is a privilege-to be protected, not violated.

During the interviews, new licensees are reminded to check out the reputation of the owner/doctor of potential association positions, to be aware of sensitivity/boundaries issues, to maintain immaculate records, and to comply with license renewal and continuing education requirements.

Massachusetts board members also presented details of their successful consent agreement process, offering specific options such as monitored practice by an assigned supervisor, especially patient billing or record keeping.

A doctor entering into a consent agreement may choose the supervisor, provided the mentor meets the board's requirements for ethics and knowledge. The consent supervisor meets with the licensee quarterly to review the problem area. The outsourcing team approach helps the full board then decide if the person is becoming a better practitioner.
