District attendees review bylaws

District voting delegates elect leadership

  • Dr. Steve Willen of North Carolina to be seated as District V Director. He also serves as Chair of the North Carolina Board of Chiropractic Examiners.

  • Dr. Dennis Hall, Sr. takes the Alternate Director seat for District V. He was appointed to serve on the North Carolina Board of Chiropractic Examiners in 1979, with subsequent appointments in 1985, 1994, 1996, and 1999.

  • DISTRICT I - Dr. Patricia Conners-Allen of Alaska was elected District I Director for her second three-year board term. She is also the Executive Board Chair.

  • Dr. Kathleen Galligan of Oregon elected as Alternate Director for District I members. She serves as Vice President of the Oregon Board of Chiropractic Examiners.

  • DISTRICT II - Dr. LeRoy Otto of Minnesota was elected to District II to serve until 2005. He is the Vice President of the Minnesota Board of Chiropractic Examiners.

  • Dr. Valorie Prahl was elected at the Missouri District II meeting as Alternate Director. Dr. Prahl practices in Cedar Falls, Iowa and is the Vice Chair of the Iowa Board of Chiropractic Examiners.

Q "Our licensee list is now (or shortly will be) on the Internet. Can't FCLB get it there?"

A The answer is no - the web-based sites do not have the data in downloadable form. But the good news is that the format we need takes a data person less than three minutes (in most cases) to generate. We will work carefully with your data experts in the coming months to make this easy-and to appreciate them for their support of this free system.

CIN-BAD is an online service program of FCLB. The informational resources on CIN-BAD are offered at no cost to the member boards of the FCLB, and other subscribing agencies at an affordable and economical fee, to assist in the efficient and accurate licensing and credentialing of doctors of chiropractic.

The core element of CIN-BAD is the Official Actions Databank, which provides information on chiropractors who have public records of actions by chiropractic regulatory licensing boards, and/or exclusions from Medicare reimbursement by DHHS.

FCLB District Attendees Explore Diagnosis Issues from Patient Protection Viewpoint

With reference materials at hand including the Association of Chiropractic College's 1996 two position papers on chiropractic practice (commonly called the ACC Paradigm), attendees at the FCLB's October regional meetings engaged in spirited discussion about legal scope of practice and the diagnostic responsibilities of doctors of chiropractic. HEAL Student Loan Defaults - preventing the problem with education

Health Education Assistance Loan (HEAL) refinancing is a federal government initiative, which can save eligible chiropractors thousands of dollars in finance charges in repayment of student loans. (complete article)


Ground Zero through the eyes of Dr. Mary Ellen Rada (NJ)

September 11th brought about changes for the entire world. No one person or group was left untouched. Living so close to the tragedy, many chiropractors from New York, New Jersey, Pennsylvania, Connecticut (and certainly from other states as well), including myself and other members of the New Jersey Board, came out in droves to assist rescuers working at the WTC disaster. Massachusetts programs decrease board actions

The Massachusetts Board of Chiropractic Examiners presented their Licensure Interview and Consent Agreement programs to the combined regional meeting of Districts III and V. Since the preventive maintenance interview program began, Massachusetts has reduced disciplinary actions by 200%. (complete article)


Minnesota Board develops proactive orientation program

The Minnesota Board of Chiropractic Examiners noticed there was an increase in complaints from the public about their doctors.

The board strategized for nine years previously about getting out of the "testing business" but as the state tests stopped, the human contact with their licensees had also dropped. The board wanted to get back into contact with licensees and to be seen as a helpful resource rather than a bureaucracy. (complete article)

From the Editor - as we carry on after September 11th

The events of the last two months have affected our country as well as our family of chiropractic regulation and healthcare credentialing groups. One of our CIN-BAD subscribing healthcare organizations, Empire Healthchoice of New York, previously located on the 20th floor at World Trade Center Tower One-were able to get many of their employees out before the tower crumbled. Laura Dean, the Credentialing Department Supervisor, indicated that their company lost a total of nine employees located in different departments. The FCLB extends our deepest condolences to Empire Healthchoice and the many others affected personally by the tragedy. (complete article)
