FCLB District Attendees Explore Diagnosis Issues
from Patient Protection Viewpoint

With reference materials at hand including the Association of Chiropractic College's 1996 two position papers on chiropractic practice (commonly called the ACC Paradigm), attendees at the FCLB's October regional meetings engaged in spirited discussion about legal scope of practice and the diagnostic responsibilities of doctors of chiropractic.

Members learned that the ACC Paradigm was developed by the chiropractic colleges to provide common ground for the educational community to work together on issues such as consistency and excellence in educational outcomes.

In addition, the community of national and state associations, whose responsibilities are to promote the chiropractic profession, has found these two papers to be a valuable focal point to help describe chiropractic practice.

The Federation urges its member boards to be familiar with the document, which is currently under consideration by the ACC for possible updates in light of new research, clinical experience and evolution in education. While it is not appropriate within our mission statement for the Federation to formally "endorse" the Paradigm, the FCLB board of directors is most supportive of the professional consensus that has emerged around the document. We are committed to continue to keep members informed about the Paradigm and its many excellent applications in the educational and association arenas.

Regulatory board members are reminded that legal and practical scope of practice issues are defined from a public protection viewpoint by jurisdictional statutes, regulations, interpretive opinions issued by the attorneys general, and regulatory case law. Practice standards are at the forefront of several FCLB efforts, including the new Task Force on Qualifications to Perform Spinal Manipulation, the Clinical Competency Task Force, and our continued work with the Council on Chiropractic Guidelines and Practice Parameters. Members can expect to see continued educational programs from the FCLB in the areas of recordkeeping, consistency in disciplinary guidelines, and standards of conduct for board members. As befits chiropractic's status as portal of entry providers, the Federation will continue to focus on the importance of diagnosis and examination in ensuring patient safety.
