District attendees review
bylaws
Following the 2001 San Antonio annual meeting
of the Federation's member boards, the leadership of the Board of Directors
agreed to revisit various ideas for improvements to the bylaws and to present
them for discussion at the fall regional meetings.
Many good ideas emerged from the small group
meetings, and the board is currently studying how to present options in a
"buffet style" for easier discussion and voting/adoption at the
upcoming Chicago annual meeting, scheduled for May 4, 2002.
On the table in Chicago will be several
issues which emerged last year, as well as some new possibilities that arose
this fall:

Two one-year terms for officers or one
two-year term (in any case moving the term for treasurer in line with the
president and vice president to allow for election by the membership instead
of board appointments to fill vacancies in this position.)
NOTE: The board of directors has recommended a single
two-year term because of the resulting organizational stability, but
encourages full discussion of the options by the membership.

Creating an "Executive Fellow"
membership category to allow for formal participation by board executives in
the Federation family.
NOTE: the designation of each board's voting delegate and
alternate would still be made by the board. The board could choose to retain
board members as the voting delegate/alternate or to designate executive
staff at the board's discretion.

The addition of an Executive Fellow
(board executive) seat to the current nine-member board of directors is
proposed, to be elected by the full membership. Opinions are currently
divided as to whether this should be a voting seat or not. An Executive
Fellow would not be able to serve as an officer on the board of directors.

Excluding officer positions from the
bylaws' Fellows requirement to allow those in the leadership track to
continue. An FCLB Fellow is defined as someone currently serving on a
chiropractic regulatory board or having been in this position within the
past five years.
NOTE: with more term limitations imposed on board members
by jurisdictional laws, District meeting attendees observed that potential
directors and officers might not be able to participate in necessary
leadership development opportunities before the Fellows term expires.

Numerous "housekeeping"
amendments as presented last year. Legal counsel has encouraged the board to
continue to review additional housekeeping amendments, some of which will
likely be presented in future years.
The Federation is committed to continuing to
update the bylaws to reflect the wishes of the delegates and to allow for
efficient implementation of our mission and use of resources. The ongoing input
of our members is most encouraged and welcome! The deadline to propose bylaws
changes is March 5, 2002. Our member boards may expect to see additional
draft options circulated for comment prior to the deadline. |
