TO: FCLB Member Boards
FROM: Donna M. Liewer, FCLB Executive Director
DATE: November 27, 2002
We received the following announcement yesterday from CCE regarding possible
revisions of the Standards (used for accreditation of programs and
institutions for the Doctor of Chiropractic degree). In accordance with
CCE requirements, these are the concepts which have been submitted in a timely
manner and which have been reviewed and recommended by the Review Committee.
These are forwarded for your information. The decisions about whether to adopt
these possible revisions will be made at the CCE Board of Directors meeting on
January 12, 2003, in Scottsdale, Arizona.
You will note that several of these ideas were presented during the Federation's
midyear meetings, and are on the CCE's agenda having come either from our member
boards or from the FCLB board of directors. Chiropractic regulation and its
public protection mission continues to be important to the process of
accreditation.
Please do not hesitate to contact the CCE or the FCLB if you have questions or
ideas you would like to discuss further about any of these or other ideas
relevant to regulation and accreditation.

Announcement
Possible Revisions of the CCE Standards
for Chiropractic Programs and Institutions
Having considered proposed revisions as submitted by various parties, the Review
Committee of the Council on Chiropractic Education (CCE) has recommended certain
revisions of the CCE Standards for Chiropractic Programs and Institutions,
and has noted the possibility of further discussion of some proposals. The
CCE Board of Directors will consider the recommended revisions to the CCE Standards
and may discuss others during its meeting on January 12, 2003.
In addition to the current CCE Standards, a current line-in/strike-out
version of recommendations for Standards revisions, along with a summary
table of other proposed revisions, may be reviewed at
www.cce-usa.org
The recommended revisions would:
-- make extensive changes in format and wording as a clear guide to
educational programs, site visit teams and the Commission on Accreditation;
-- give latitude for meeting the CCE requirement of six (6) semester hours
of biological science and physics, with one (1) or more courses of unduplicated
content covering all laboratory and didactic requirements;
-- provide students full disclosure information regarding licensure
eligibility, as based on academic/course credentials;
-- designate reference to a doctor of chiropractic as a
"physician", consistent with professional obligations;
-- remove redundant language regarding initial and reaffirmation of
accreditation and update selected areas to insure consistency with policy or
procedure;
-- place a definition of the doctor of chiropractic in the glossary of the
Standards and delete multiple references elsewhere, and;
-- clarify requirements for institutional accreditation pertaining to a
governing board
In response to other Review Committee observations, the Board also may discuss Standards
language with regard to:
-- Standards Section 1.I., III - application for initial
accreditation;
-- inclusion of physiotherapy in doctor of chiropractic degree
requirements and in the clinical competencies, and;
-- accreditation requirements and processes for use by the Federation of
Chiropractic Licensing Boards for certification of continuing chiropractic
education courses
Interested parties are invited to submit written comments regarding the
recommended changes for consideration by the CCE Board of Directors. Send
comments by January 5, 2003, c/o Paul D. Walker, Ph.D., Executive Vice
President, The Council on Chiropractic Education at the address and fax number
shown below. Written comments received by the January 5, 2003, deadline
will be forwarded to the Board of Directors for consideration.
Organizations receiving this announcement are encouraged to notify their
constituents about the proposed changes and the opportunity for comment. Persons
or organizations not having access to the CCE website may contact Mr. Luther
Hampton in the CCE Executive Office to obtain more information about the
recommended revisions.
