Mr. Horace C. Elliott awarded
FCLB highest honor

The Federation of Chiropractic Licensing Boards 75th Diamond Jubilee held in San Antonio, Texas, was the perfect location to shine a light upon a man who has sacrificed much for chiropractic licensure and regulation. Mr. Horace Elliott, the Executive Director of the National Board of Chiropractic Examiners, was awarded the FCLB’s highest honor—the George Arvidson Award for Meritorious Service to Chiropractic.

Mr. Elliott’s diverse background in his 33 years of professional management includes serving as the principal operating officer of NBCE since 1986, director of an accounting and then a law firm, manager with Bendix Corporation, instructor and assistant principal of educational districts, and an editor and journalist. His education spanned a Bachelor of Science with double majors in science and education from Lamar University in Beaumont, Texas, and an MBA program from the University of Detroit in Michigan—as well as several management courses.

Faced with a potentially debilitating illness at a young age, it was a chiropractor who literally commanded him to rise up out of his bed and be healed. It was his subsequent return to health over the next year that inspired his brothers to pursue their professional degrees as doctors of chiropractic, Dr. Shelby Elliott, the President of Texas Chiropractic College and Dr. Orbie Elliott a retired chiropractor residing in Olathe, Kansas.

Over the past 15 years he has doubled the size of the NBCE operation, expanding its testing services in Parts III & IV. Under Mr. Elliott’s watchful eye, the National Board built its new facility, a remarkable and stunning testament to efficiency and artistic presentation. In addition to an extended cadre of consultants, test committee volunteers, and test site administrators, he manages a professional staff of 35 people.

"Under a dignified and proper exterior lies an easy sense of humor, a passionate commitment to truth, and something of a red-haired rascal," said Donna Liewer, FCLB Executive Director, who previously worked with Mr. Elliott and the National Board before accepting her directorship with the Federation. Dr. David Brown, the FCLB Immediate Past President, indicated, "The NBCE commits to quality testing and Horace Elliott has dedicated himself to preserve the integrity of the chiropractic profession while helping regulate through licensure."

The award itself created in 1992, is named for FCLB Past President Dr. George Arvidson of Minnesota, recognizing integrity, service, sacrifice, vision, and commitment in the arena of chiropractic licensure. Dr. Arvidson believed in the political process and in the obligation of each doctor to sacrifice to better the profession. The 2000 award winner, Dr. Kenneth Padgett is the past president of the New York Chiropractic College where he now serves as Chancellor. Dr. Padgett was recently elected as a Director-at-Large to the NBCE Board of Directors.
