is a 1976 graduate of Palmer College of Chiropractic, Davenport.

He currently serves as the Vice President of the Minnesota Board of Chiropractic Examiners. He is a chief examiner for the National Board of Chiropractic Examiners Part 4 at Northwestern Chiropractic College. He serves as Minnesota's delegate to the National Board of Chiropractic Examiners as well as the Federation of Chiropractic Licensing Board and has been involved with the issue of Inter-Jurisdictional Mobility for the past 4 years. Dr. Otto serves as a committee member for the Federation of Chiropractic Licensing Board on mobility.

He is president of the Lake City Chiropractic Clinic, Lake City, MN and the Downtown Chiropractic Clinic, Red Wing, MN.
