is the Executive Director & Counsel to the Ohio State Chiropractic Board. He has served the state of Ohio since 1991, previously holding the positions of Chief of Legal Affairs and state investigator. In addition, he has served as a special prosecuting attorney in several jurisdictions.

His professional affiliations include the Federal, District of Columbia, Ohio State and Columbus Bar Associations, the American Health Lawyers Association, and the National Association of Chiropractic Attorneys.

He is founder and past president of the Ohio State Investigator’s Association. Moran currently chairs the Administrative Law Committee for the state bar association and co-authored West’s Ohio Administrative Law Handbook and Agency Directory.

He serves on numerous federal fraud task forces and may practice law in all federal/state courts in OH & DC. He earned his B.A. from Marietta College and his Doctor of Law from Capital University. He is also a Certified Fraud Examiner.
