RESOLUTION #1-09

Submitted for Consideration by FCLB Board of Directors 

To amend the Statement of Principles, Ethical Behavior, Non-Disclosure, and Conflict of Interest of the FCLB to add a procedure for handling complaints

Whereas, The Federation Delegate Assembly adopted the Statement of Principles, Ethical Behavior, Non-Disclosure, and Conflict of Interest of the FCLB in May of 2007; and

Whereas, The Federation is seeking reclassification of its non-profit status from 501(c) (6) to 501 (c) (3) and as part of this process has been undergoing a comprehensive review of key governance documents by the U.S. Internal Revenue Service; and

Whereas, The IRS has recommended that a written procedure for handling complaints be added to this statement; and

Whereas, The FCLB Board of Directors has developed and adopted such a procedure and recommends its adoption by the Delegate Assembly; and

Whereas, The Statement of Principles, Ethical Behavior, Non-Disclosure, and Conflict of Interest of the FCLB with the proposed procedures is attached to this Resolution as a reference; now, therefore, be it

Resolved, That the Statement of Principles, Ethical Behavior, Non-Disclosure, and Conflict of Interest of the FCLB be amended to add a procedure as for handling complaints.

RESOLUTION #2-09

Submitted for Consideration by FCLB Board of Directors 

 To revise the FCLB Mission Statement

Whereas, The Federation Delegate Assembly adopted the FCLB Mission Statement in 1998; and

Whereas, The current Mission Statement reads as follows:

To protect the public
and to serve our member boards
by promoting excellence in chiropractic regulation;

and

Whereas, The Federation’s Board of Directors reviewed the Mission Statement as part of its January 2009 midyear meeting in Greeley; and

Whereas, The Board of Directors recommends that it be restated to better reflect the FCLB’s focus on Member Boards; now, therefore, be it

Resolved, That the FCLB Mission Statement be restated as follows:


Protecting the public
by promoting excellence in chiropractic regulation
through service to our member boards

RESOLUTION #3-09

 Submitted for Consideration by FCLB Board of Directors

Revising the dues structure to offer Member Boards two payment options,
and to round dues amounts to the nearest $10

Whereas, The Federation Delegate Assembly adopted a dues structure in 2008 that included a five percent (5%) annual automatic dues increase and one prepaid annual conference registration fee for each Member Board; and

Whereas, This proposal was discussed in detail with the Member Boards for two years prior to its approval by the Delegate Assembly; and
Whereas, Board administrators have subsequently advised that economic constraints and travel restrictions may preclude some jurisdictions from using the prepaid registration fee; and

Whereas, In January 2009, after learning about the difficulties that some Member Boards were encountering using the prepaid registration fee, the FCLB Board of Directors notified the Member Boards that they would be offered the option of paying the registration fee separately; and

Whereas, Board administrators have also advised that the “odd amounts” that result from the 5% increase are generating unusual dues amounts; now, therefore, be it

Resolved, That the Member Boards be offered the option of paying their dues to include one prepaid annual conference registration fee or paying dues and registration fees separately; and be it

Resolved, That the five percent (5%) dues increase be rounded up or down to the nearest ten dollars.
