RESOLUTION #1-99

Submitted by FCLB Task Force on Continuing Education

WHEREAS, the services of the Federation of Chiropractic Licensing Boards continue to expand in support of our mission to protect the public and serve our member boards by promoting excellence in chiropractic regulation; and

WHEREAS, the costs of these services continue to increase; and

WHEREAS, member dues compose approximately 6% of the Federation’s budget, with the balance supplied by generous operations support from other organizations and by earned income through program services; and

WHEREAS, the dues of the FCLB were last raised in 1994, effective in January 1995, and are still significantly less than other federations, now therefore be it

RESOLVED, That the Federation raise its dues as follows, effective in January 2000:

RESOLUTION #2-99

Submitted for Consideration by Task Force to Develop a Code for Regulatory Boards

 WHEREAS, the ethical conduct of chiropractic and public board members in chiropractic regulation is of critical importance to the effectiveness of professional regulation; and

WHEREAS, the FCLB volunteered to develop such a Code after participating in a leadership development seminar for regulated professions represented at the July 1998 meeting of the Federation of Associations of Regulatory Boards; and

WHEREAS, the draft document was circulated for comment at both the FCLB regional district meetings in the fall of 1998 and the FARB Forum in February 1999; and

WHEREAS, the body of the document is now complete, with only reference appendices in process; and

WHEREAS, the adoption or adaptation of the document for use by individual member boards is strictly voluntary, now therefore be it

RESOLVED, That the Federation adopt the Model Code of Ethics for Members of Regulatory Boards as an official publication of the Federation of Chiropractic Licensing Boards.

Passed with Illinois, Iowa, Kentucky, Michigan, Mississippi, New Jersey, New Mexico, Pennsylvania, South Carolina, and Virginia opposed, 4/17/99

 

RESOLUTION #3-99

Submitted by Task Force to Develop a Model Disciplinary Code

 WHEREAS, such issues as consistency in chiropractic disciplinary codes are an important part of the mission of the Federation of Chiropractic Licensing Boards; and

WHEREAS, the charge of the task force to develop a Model Disciplinary Code has been to formulate and recommend guidelines for the development and implementation of disciplinary rules and procedures at the regulatory board level; and

WHEREAS, the drafts of the working document have been presented several times to the membership in both written discussion format to secure member comments; and

WHEREAS, legal review of the document has also been obtained; and

WHEREAS, the intention of the Federation is that this always be an evolving publication, reflective of new understanding and standards in regulation; and

WHEREAS, the adoption, adaptation, or reference use of the document by individual member boards is strictly voluntary, now therefore be it

RESOLVED, That the Federation adopt the Guidelines for the Development of a Model Disciplinary Code as an official publication of the Federation of Chiropractic Licensing Boards.
