FCLB ANNUAL BUSINESS MEETING – Session I

This year, the Federation’s annual business meeting will take place in two parts to facilitate new campaign and elections processes requested by the membership. In addition to placing into nomination candidates for all of the Federation offices elected by the delegate assembly as a whole (president, vice president, treasurer, executive fellow director), the delegates will also vote on several proposed bylaws amendments. These include whether to change the way the nominating committee is established to a direct vote by the delegate assembly.

A FORUM for all candidates for various elected positions – including candidates for District Directors and Alternates for Districts I, II, and V (and for the Nominating Committee if the bylaws amendment is adopted) – will be held on Friday morning.

Although the Federation pre-purchased two extra blocks of tickets (and actually bought out the house),we have such a large turnout for conference this year that our available tickets have been sold out since mid-March. As the efficacy of spinal manipulation has been independently established by a variety of research projects, the number and breadth of healthcare practitioners electing to utilize this intervention has steadily increased. Of primary concern to regulatory boards is the health, safety and welfare of the public. Several years ago, the Federation established a task force to develop standards for the safe performance of spinal manipulation. After extensive research and review, the proposed statement is ready for presentation to our member boards.

How should doctors of chiropractic present their post-professional education so as not to mislead the public? Should boards handle these issues through advertising regulations, or elsewhere?

Since the scope of practice is not expanded for DC’s with additional education and training, should a doctor be allowed to present publicly any additional credentials at all? What are the differences in the public’s perception between a diplomate program and a certification course?

Should the chiropractic colleges be offering master’s degree programs following the first professional degree?

Does NOCA accreditation for specialty councils represent sufficient oversight to help boards determine whether to recognize additional education? Should doctors be allowed to advertise board-eligible as well as board-certified, and does the public understand any of this? Should programs be allowed to present some or all hours as distance education?

Should boards be requiring hours in certain specific topic areas, such as ethics, recordkeeping, stroke prevention, sexual boundaries issues, etc?

Chiropractic practice guidelines first hit the radar screen in the early 1990's. Now, more than a decade later, boards rely on a variety of sources, primarily their own understanding of statutes and regulations, to determine what constitutes acceptable practices. Should boards also look to other resources when evaluating either the development of new regulations or assessing practice performance in disciplinary cases? What are the differences between “best practices” and “practice guidelines”? What are the differences and similarities in the approaches taken by the Canadians and the Americans How do they affect regulatory boards?
