ABOUT OUR FEATURED SPEAKER:
The ACBA’s guest speaker Donna Rice, comes to us with an impressive and diversified background. Ms. Rice received a BS from the University of Northern Colorado in 1964, her J.D. from the University of Northern Colorado in 1980, and an Administrative Law Certificate, from the National Judicial college in Reno, Nevada in June of 1991. Over the years, Ms. Rice has been an elementary teacher, contributing editor to the Dakota Farmer, Wyoming Stockman Farmer and Beef Plus, a radio announcer, Brown County State’s Attorney in South Dakota, and legal services developer for the Older American Advocacy Program for the Wyoming State Bar Association. She also served as Assistant Attorney General for the States of Wyoming and Colorado. Between the two Attorneys General positions she was an adjunct faculty member for the University of Wyoming and Laramie County Community College where she taught courses including U.S. Government, Business Law, and Politics and the Judicial Process. Ms. Rice is currently the Executive Director of the Wyoming Board of Real Estate and speaks to groups regarding Administrative Law. Ms. Rice was the keynote speaker at a board member training seminar that the Professional Licensing Division in Montana put on two years ago, where board members and staff commented that they "had learned more in that one presentation than over the years serving as board members and staff." Ms. Rice makes learning about administrative law exciting and will give you valuable information to take back to your respective jurisdictions. Ms. Rice has been active in civic and professional organizations which have dealt with human rights, home health care, actively engaged on an AARP legislative committee, and more. She not only cares about the law, but even more importantly, she cares about the people the law affects.
