As of March 31st, 2002, there are 1017 members of l’Ordre des chiropraticiens du Québec.

 

PRINCIPAL ACTIVITIES FOR 2001

 

Reform of the professional system

 

The reform of the professional system with the health professions working group presided by an ex-College of physicians and surgeons president, has produced a preliminary report.  The highlights of that document are shown in appendix 1.

 

According to the working group, the diagnosis belongs to medical doctors only, all other health professionals can only evaluate.  The premises for such a position in the new definition of a diagnosis which is  «a conclusion that requires an exploration of all the body systems and necessitates a complete evaluation of all organs..  Therefore, the objective of a diagnosis is to determine the general health status of a person».

 

The chiropractic system of natural health care

 

We are moving forward with the intra-professional consultation and tele-consultation.  The tele-radiology was officially announced on March 3rd and the Order is offering a service for digitilisation of the x-rays and transmission by internet to a chiropractic radiologist.  We expect to have this affordable new technology available to all chiropractors within a year.  See appendix 2.

 

We are waiting the official recognition of the chiropractic specialties by the CFCRB to finalise all other aspects of tele-consultation.

 

The Order will also offer a laboratory diagnostic service for all chiropractors. Dr. Yves Roy, D.C. and Dr. Christian Linard, PhD. in clinical biochemistry, will be available to answer any requests concerning prescription or interpretation of laboratory analyses.

 

W.C.B. and auto insurance

 

The Order would like to thanks all the provinces for their help in this matter.  The news are not good at this time.  The Minister of labour is a medical doctor and he has refused to abolish the medical prescription for chiropractic care.  The Minister responsible for the automobile insurance was pro-chiropractic and announced a pilot project for direct access to chiropractic care six months ago.  Unfortunately, this minister resigned last January and we do not have much hope with the new one.  In both cases, we are waiting for the next provincial election and a new government!

 

Court case : Diagnosis and the right to prescribe laboratory tests

 

Last June, the Quebec Chiropractic Association filed a legal procedure against the Office des professions so that they would stop writing that chiropractors have No right to diagnose and prescribe laboratory analyses.  The Order is involved and support 100% the Association.

 

Following our lawyers’s advise, Dr. Daniel Saint-Germain can only verbally discuss the situation so, enjoy his Quebec ACCENT!
