2001 - 2002   Chiropractic Regulatory Board Report

1. Iowa Board of Chiropractic Examiners

Submitted by:  Sharon Dozier, Board Administrator

2. Three Events/Achievements/Changes during the Past Year:

* Ongoing development of revisions in administrative rules.  There are new rules currently in process that will revise the licensure chapters, including changes in the criteria and requirements for a temporary license as well as for reinstatement of a license.  During the year, the Board also promulgated new advertising rules.  The Board has embarked on a comprehensive process of reviewing every component of the Board’s administrative rules, a multi-year project.  This project is in conjunction with the Governor's Executive Orders, the purpose of which is to make government more accountable and customer-friendly.

* Continued implementation of revisions in Board processes and procedures to improve efficiency of Board functions.

*  With assistance from the A.G. Office, reviewed current Iowa law and procedures governing hearing processes.

3. Difficult Challenges:

* Scope of practice- ongoing challenge to scope of practice from the physical therapy profession.  Although this is primarily an issue in the legislative branch, the issue also impacts the administration of the Board.

* Ongoing state budget cuts, which impact Board operations.

4. How FCLB has been helpful:

* CIN-BAD database, used for approval of preceptors and as a resource for  complaints/discipline purposes.

* Information, e.g., powerpoll survey data and national directory, used as an ongoing resource

* Sharing of information with other states at regional and national FCLB    meetings.
