Daniel Saint-Germain, D.C.
FCLB President

Dr. Daniel Saint-Germain was elected FCLB President at the 83rd FCLB Educational Congress in Hollywood, California. Dr. Saint-Germain has represented Quebec for the FCLB since 1993 and has previously served as the FCLB Vice President, Treasurer, District III Director, and Alternate Director. Dr. Saint-Germain has practiced in Québec since 1975 following his graduation from Canadian Memorial Chiropractic College.

Dr. Saint-Germain has been involved with the Québec Licensing Board since 1980, first in the examinations process, then serving on the board from 1987 to 1991. Since 1991, he has held the seat as Chair of the Licensing Board Admission Committee. He represented Québec on the Canadian Federation of Chiropractic Regulatory Boards since 1986 and served as President from 1994 to 2000 and has been Treasurer since 2006. He also served on the Council on Chiropractic Education - Canada in 1991-92.

Lawrence O'Connor, D.C.
FCLB Vice President

Dr. Lawrence O'Connor was elected to FCLB Vice President during the FCLB 2009 Annual Meeting held in Hollywood, California. He is a member of the New Jersey State Board of Chiropractic Examiners, is the Chairman of the FCLB Governmental Affairs and Legal Advisory Committee, and the past Chairman of CIN-BAD Committee.
 
As chairman of the Governmental Affairs Committee, Dr. O’Connor has established a working relationship with the Federal Bureau of Investigation (FBI) benefiting the member state boards in their pursuit to eliminate criminal behavior. Dr. O'Connor is an active board member participating on the following past and present committees; rules and regulations, intra-board relations, new licensee examination, preliminary investigative committee, college inspection and NBCE alternate delegate.

On a federal level Dr. O'Connor has participated in directing prominent researchers from around the country to establish new testing methods and regulations to the U.S. Department of Transportation, National Highway, Traffic and Safety Administration (NHTSA) and the Insurance Institute for Highway Safety to prevent whiplash injuries. He has been instrumental introducing new technologies to the U.S. Department of Energy promoting efficient energy sources for the future. Dr. O'Connor has practiced since 1984 and enjoys life with his wife Rita and their three daughters.

LeRoy Otto, D.C.
FCLB Treasurer

Dr. Otto was elected FCLB Treasurer at the 2009 FCLB Annual Congress in Hollywood, California.  He previously served two terms as District III Director and has also been Executive Board Chair.

Dr. Otto has been a key committee member on the FCLB’s Interjurisdictional Mobility Committee from 1998 to present. He has served the National Board of Chiropractic Examiners on Parts III & IV Tests Committee and serves as NBCE Chief Examiner for the North Central Region of the U.S.

He was appointed to the Minnesota Board of Chiropractic Examiners Peer Review Committee in 1990 and appointed to its board in 1995 where Dr. Otto has served in various positions on the board.

His lengthy service to the International Chiropractic Association included co-chairing their International Relations Committee where he worked with the Brazilian Chiropractic Association to secure registration and licensure of qualified DCs, as well as with doctors in Belize in an effort to organize an association.

Dr. Otto has practiced in Lake City, MN since 1979 and Redwing, MN since 1984 and previously in LaCrosse, Wisconsin. He was a member from 1984-86 of the Postgraduate Education Department of Palmer College of Chiropractic in Davenport, Iowa, where he also received his doctor of chiropractic degree.

Oliver R. "Bud" Smith Jr., D.C.
FCLB Immediate Past President

Dr. Smith was elected as FCLB President May, 2007 at the 81st FCLB International Conference in St. Louis, Missouri.  His term ended in May, 2009 at the Hollywood, California conference

Dr. Smith graduated from Texas Chiropractic College in 1975 and went into practice with his father that same year. A former member of the Texas Board of Chiropractic Examiners and a former FCLB District IV Director, Dr. Smith has served on a myriad of FCLB committees.

He received the Keeler Plaque Award in 1997 which is bestowed by the Texas Chiropractic Association to the outstanding Doctor of Chiropractic in Texas.  In 2009, Dr. Smith received the FCLB's highest honor - the George R. Arvidson Award for Meritorious Service.

Carol J. Davis, D.C.
FCLB District I Director

Carol J. Davis, D.C., was elected to the FCLB Board of Directors at the Federation of Chiropractic Licensing Boards 79th Annual Congress held in Montréal, Québec. A graduate of Western States Chiropractic College, Dr.
Davis served on the Alaska State Board of Chiropractic Examiners from 1986 through 2004 with two successful terms as board president.

As District I Director, Dr. Davis represents nine US states and three Canadian provinces.

No stranger to regulation, Dr. Davis' past contributions include her involvement in the NBCE's Part III and Part IV examinations. A participant in the FCLB's annual conference since 2000, Dr. Davis also represented her board in accepting the FCLB's Outstanding Board award for 2005.

Gary Pennebaker, D.C.,
FCLB District II Director

Dr. Pennebaker was elected to his first three-year term as the FCLB District II Director during the FCLB 2008 Annual Meeting held in Atlanta, Georgia. 

In practice since 1977, Dr. Pennebaker served on the Minnesota State Board of Chiropractic Examiners for 12 years, six as president. Dr. Pennebaker is also a former instructor in the Gonstead Technique.

In his spare time, Dr. Pennebaker volunteers locally with the Eden Prairie Boy Scouts and with the Eden Prairie Lion’s Club. He serves as President of the C.S. Gonstead Chiropractic Foundation, Inc and as participated with the NBCE Part IV Test Committee for ten years.

Ali M. Jafari, D.C.
FCLB District III Director

Dr. Jafari was elected District III Director at the FCLB’s 81st Annual Educational Congress in St. Louis, Missouri.

Born in Bireh-Rammallah, Jordan, Dr. Jafari arrived in the United States as a foreign student. Through hard work and determination, Dr. Jafari learned English, attended American high schools, and won a full scholarship to The State University College at Buffalo, NY.

After receiving his Bachelor of Arts in Biology, Dr. Jafari went on to earn his Doctor of Chiropractic degree at Palmer College of Chiropractic. In 1997, he was awarded an honorary degree from the Fellow of American College of Chiropractors.

Dr. Jafari has been in private practice since 1981 and began his regulatory work in 1996. He is an active member of the National Board of Chiropractic Examiners International Affairs Committee and has received repeated recognition for his outstanding work as a chiropractor. Dr. Jafari is extensively involved in his community and in civic affairs.

Maggie Colucci, D.C.
FCLB District IV Director

Dr. Colucci was elected District IV Director in 2009 at the FCLB's 83rd Annual Educational Congress in Hollywood, California.

She is a 1989 Chi Rho Theta graduate of Palmer College of chiropractic. In 1991 Dr. Colucci completed her Chiropractic Sports Physician degree from New York Chiropractic College. In 1995 she continued on with the diplomate program in sports injuries from New York and Los Angeles Chiropractic Colleges. Also in 1995 Dr. Colucci was elected as the Nevada State President of the Palmer Alumni Association which she served thru 2002.

In 1997 she became certified in manipulation under anesthesia from the Physician Academy at the University of Bridgeport.

The Chiropractic Physicians Board of Nevada appointed Dr. Colucci to the Test Committee and the Peer Review Task Force in 1999.

In 2002 Nevada Governor Kenny Guinn appointed her to the Nevada Board of Chiropractic examiners; in 2004 she was elected as the Vice Chairman of the Chiropractic Physicians Board of Nevada.

In 2006 she was re-appointed to the Nevada Chiropractic Board by governor Kenny Guinn for her second four year term.  Dr. Colucci is currently President of the Nevada board and is also the Nevada Chiropractic Association's 2009 Chiropractor of the Year.

Dr. Colucci currently maintains a private practice in Las Vegas, Nevada where she resides with her husband and three children.

Farrel Grossman, D.C.
FCLB District V Director and Board Chair

Dr. Grossman was elected District V Director at the FCLB's 81st Annual Educational Conference in St. Louis Missouri.

Dr. Grossman is a life-long resident of South Carolina. Growing up in Greeleyville, South Carolina, he experienced rural America at its best. In 1978 he graduated from The University of South Carolina with a Bachelor of Science Degree, and in 1985 he graduated from Sherman Chiropractic College with a Doctor of Chiropractic Degree. He received his C.C.S.P. in 1994.

Dr. Grossman currently serves as Chairman of the Board of The FCLB He served as a member of the South Carolina Board of Chiropractic Examiners for nine years, acted as Vice Chairman for two years and Chairman for one year. Dr. Grossman served two terms on the South Carolina Chiropractic Association Board of Directors, was President of the SCCA for one term, and also served as Chairman of the Legislative Committee.

In 2006 he was awarded the Presidential Pillar by his colleagues in South Carolina, and in 2008 was awarded Chiropractor of the Year by the South Carolina Chiropractic Association and also received The Distinguished Service Award from Sherman Chiropractic College.

Dr. Grossman was in private practice for twenty one years until 2008 at which time he dedicated his efforts to F.I.G. Consulting where he serves as President and C.E.O. His hobbies include fishing and cooking. If you ask him he might share a healthy recipe with you.

Larry A. Spicer, D.C.
Administrative Fellow Director

Dr. Spicer was elected Administrative Fellow Director in 2009 at the FCLB's 83rd Annual Educational Congress in Hollywood, California.

Dr. Spicer has been in the health care profession for 40 years as a lecturer, author, educator, practitioner, and regulator. Dr. Spicer has taught many health care subjects including radiation physics, anatomy, physiology, chiropractic technique, regulatory and professional boundary issues. He has taught throughout the country and in many other parts of the world including Japan and Korea, where he was one of the instructors for the medical component of the Korean Olympic Committee preparing for the 1988 Olympics. Dr. Spicer currently serves as the Executive Director of the Minnesota Board of Chiropractic Examiners, and was the 2003 recipient of the FCLB’s George Arvidson Award.
